Even though Pennsylvania was dominated by the Quaker beliefs and values, it still had religious tolerance. The Pennsylvania Colony included immigrants from England, German, Scotch-Irish, and African Americans, making it a very diverse colony, unlike most of the rest of the colonies which had a restricted freedom for religion.

GovernmentUntil 1775, Pennsylvania was governed as a Proprietary Colony. This is basically a colony where the land belonged to the British Ruler in the British Empire. This land was granted to William Penn by King Charles 11 of England. Pennsylvania's frame of Government has a lasting historical importance as an important step into creating American Democracy.
